While most statistics concerning HR and the workforce focus primarily on full-time staff and positions, many companies rely on supplemental employees as well to keep a productive and steady workflow. For HR, keeping abreast of the availability and quality of the contingent workforce can be crucial to maintaining efficiency and smooth operation within an organisation.
Recent data from the Contingent Workforce Index 2013 Global Analysis survey places Hong Kong at the top of the list of countries for the utilisation of supplementary workforces. By assessing 36 market conditions and statistics, the survey compared and ranked 75 countries on the conditions for contingent workforce engagement. Hong Kong came out on top, beating other countries with much greater contingent workforces such as China and India.
The survey examined four main categories for contingent workforce utilisation: availability of workers, cost of engaging workers, regulation on engagement and productivity of workforce. Through these rankings and analysis, the survey showed that the countries with the largest supplementary workforces were far from the most efficient in their utilisation. Countries such as China and India paled in comparison to the productivity seen in the relatively smaller supplementary workforces of the Philippines and Hong Kong.
